FASME - From Smartcards to Holistic IT-Architectures for Interstate e-Government

چکیده

In this paper we shall present the results of the change management in the European research project FASME (Facilitating Administrative Services for Mobile Europeans). First we shall compare the original objectives as they had been described in the Technical Annex with the achieved results. Second we shall highlight those issues of change, which were responsible for the success of the project. Only after the prototypical development of a product was abandoned and replaced by basic research on holistic solutions for interstate egovernment, the already achieved progress became visible to the participants and a true interdisciplinary co-operation emerged. Concluding from this experience, we shall draw some conclusions for future e-government projects.
