FASME - From Smartcards to Holistic IT-Architectures for Interstate e-Government

چکیده
In this paper we shall present the results of the change management in the European research project FASME (Facilitating Administrative Services for Mobile Europeans). First we shall compare the original objectives as they had been described in the Technical Annex with the achieved results. Second we shall highlight those issues of change, which were responsible for the success of the project. Only after the prototypical development of a product was abandoned and replaced by basic research on holistic solutions for interstate egovernment, the already achieved progress became visible to the participants and a true interdisciplinary co-operation emerged. Concluding from this experience, we shall draw some conclusions for future e-government projects.

Fasme - A Step Towards European E-government Solutions
The ongoing European integration on a political and economic level leads to an increasing mobility of European citizens. In this paper we describe the generic problems addressed by the European Research Project FASME (Facilitating Administrative Services for Mobile Europeans). We propose a citizen-centric civil registration process based on JavaCards and discuss cultural and technical problems ...
متن کاملExtending the Data Storage Capabilities of a Java-Based Smartcard
Present limitations on data memory for Java based smartcards are a serious restriction for application development. The paper presents a method for enhancing the data memory using virtual memory. Transparency for the oo-card application is achieved by the facade design pattern. Security constraints of smartcard applications have implications for the overall architecture and innuence the propose...
متن کاملBiometrics and Smart Cards in Identity Management
The introduction of the electronic passport by governments around the world marks a major step in the use of biometrics. In fact, the electronic passport, or e-passport for short, combines the use of three important technologies for identification: biometrics, smartcards and radio frequency identification (RFID). Smartcards – increasingly often RFID-enabled – are already commonplace in our ever...
متن کاملExploring e-democracy and online service delivery for Australian governments: a background to Australian e-government usage
The term “e-government” largely implies the use of interactive websites, but the bigger picture includes a broad range of emerging technologies such as SMS, smartphones and smartcards, and many also include the use of the telephone, as it allows remote (and sometimes automated) interaction. E-government also brings with it broad range of issues such as user authentication, personal security and...
متن کاملDesign Principles for E-Government Architectures
The paper describes a holistic approach for the design of egovernment platforms. It defines principles for architecting a system which must sustain the entire e-government activity of a mid-level public authority (Geneva). The four principles are: Legality, Responsibility, Transparency, and Symmetry. The principles speak to policymakers and to users. They also lead to usable and coherent archit...
